Dave Gerrie is currently President and Chief Executive Officer of Newport Hall, Inc., an information technology leader in Federal government procurement. Newport Hall is a GSA Schedule 70 Vendor with consistent awards for outstanding and innovative performance. As the founder of Newport Hall, he has provided direction to the company as well as acting as chief project manager for the development, presentation and evaluation of effective, information technology business solutions in governmental and commercial environments. He provides production, direction and post-production for Newport Hall corporate and commercial film and video production.

Dave Gerrie has an extensive background in investigations, both independently and in cooperation with local, state and federal agencies. Working with U.S. House of Representatives Energy and Commerce Oversight and Investigations subcommittee and the Armed Services Committee Seapower subcommittee he successfully concluded a number of high profile investigations involving national security and corruption. He worked closely with ONI and NCIS in in the USS Kitty Hawk investigation into arms diversion to Iran. He worked with a number of deployed investigative CODELs, including Pentagon oversight investigations.
From acquisition policy and planning, outsourcing, business re-engineering to technical analysis, Dr. Gerrie has directed a variety of highly successful projects involving major federal IT systems. As project manager, team Leader, director, and senior technical analyst he has managed complex projects that require expertise in technology, auditing and accounting principles, procurement law and government contracting, modeling and analytical techniques.
For these projects Dr. Gerrie has developed, prototyped and implemented a variety of internal management application programs including the Acquisition Management Statistical Database program, Key Personnel Tracking system and “Evaluation Protocols.” Included in this work was the development and implementation of a variety of electronic evaluation techniques including automated validation of complex pricing options. Dr. Gerrie, currently President of Newport Hall, Inc., a firm providing major Information Technology (IT) services and support to federal agencies, has had wide and extensive experience in the support for information technology and best value acquisitions in the federal environment. He has served as staff consultant to the Jefferson Group, a Washington, DC based public affairs agency specializing in federal acquisitions. In this role he provided solicitation and acquisition support for a variety of federal acquisitions. He provides business management, database design services for commercial clients including the development of auditing and accounting systems and scholastic transcript systems. He has served as senior associate to Ariel Aviation, providing economic cost modeling, statistical analysis, database design and programming expertise in area of commercial aviation economics.
As Congressional Chief of Staff, Dr. Gerrie was responsible for the full management and legislative functions of four congressional offices and a professional staff of 25 as well as its personnel and technical support. As Legislative Director, Dr. Gerrie was directly involved in the analysis, development and implementation of a variety of legislative initiatives and procurement investigations concerning federal procurement activities. This included contract and acquisition review, contract performance, and contractor capabilities. Some exemplar assignments included the review of a wide variety of government contracting and procurement issues on both the national and local level. Dave Gerrie served as Legislative Director for the chairman's office of the San Diego County Board of Supervisors where he was responsible for the analysis, development, legislative drafting and the ultimate implementation of a wide variety of legislative and fiscal actions for one of the largest Counties in the U.S. with a population of over 2 million. His responsibilities included budget and financial review of programs, program analysis as well as investigations of public and third party contractor activities under the jurisdiction of the Board. Owner and partner of Public Research Associates (PRA), a market research and public relations agency offering specialized services in IT applications of demographics and survey research. He, and his trusty partner Gregg Ward, were responsible for the management and direction of a firm that focused on sophisticated computer modeling techniques and demographic research that resulted in the design, development and placement of a variety of modeling techniques. Client support included the evaluation of systems, systems design and implementation. Some of the successful products he developed included a Census-based socioeconomic profile for survey research analysis with widely used commercial and public applications. Political campaigns included those for U.S. Congress, County Supervisor, Mayor, City Council and elected judgeships. as well as California ballot propositions (North County Proposition A). Dr. Gerrie was responsible for the highly successful advertising and media relations efforts of a wide variety of clients employing, print, electronic and direct mail advertising.
Dave Gerrie stood for election for San Diego City Council District 3 in 1975, and was later elected to the Chairmanship of the San Diego Mid-City Planning Association. He worked with the City of San Diego, planning groups, developers and community organizations to develop and implement a wide variety of successful programs for the Mid City area of San Diego. Dave Gerrie was the elected chairman of the San Diego Open Space Alliance.
Dr. Gerrie was editor and publisher of The Scene, a major tabloid newspaper for the Southern California region with responsibilities for the supervision of all editorial, advertising and administration functions. His staff included senior editor John Marco, graphic artist Steve Pileggi and Advertising Director George Colberg and circulation assistance by Dan Schurke. His media experience includes a services in professional journalistic capacities as Media Director, Veterans Affairs Office, San Diego; senior editor, editor, executive editor and staff reporter and graphic artist for a variety of publications, including the San Diego Door (1972-74). Dave Gerrie is an accomplished photographer and graphic artist currently providing studio education and portrait services in Southern Maryland.
Beginning in 1972, Dave Gerrie joined Dr. Paul Ezell at San Diego State University's Anthropology Department archaeology dig at the Presidio, San Diego, Buckman Springs and the Salton Sea ("Ancient Man Site"). In subsequent years he worked at the archeological excavations at Kumeyaay (Tipai) village at the Bancroft House, and as a graduate supervisor with the CALTRANS site evaluation teams. Recently he has supervised excavations and instruction at several Colonial sites in Charles County, Maryland.
Dr. Gerrie also served as elected Chairman and Vice chairman of Programs, for the Zekiah District of Boy Scouts of America where he provided organization and resource support for the Southern Maryland area Boy Scouts. This support included adult and leader training, event organization, fundraising, and membership and leadership of the highly successful, annual Scouting for Food Campaign. He continues to provide training for outdoor leadership skills and wilderness survival. He currently serves as Eagle Scout representative and FOS coordinator (Fundraising) for the Zekiah District.

Dave Gerrie joined the U.S. Marine Corps on September 20, 1967, at MCRD San Diego. After bootcamp he was transferred to the Infantry Training Regiment at Camp Pendleton, CA and from there to Pensacola, FL at USN Communications Tech A School (USMC 2571)
Assigned to Company "E" MARSUPBN, Kamiseya, Japan (NSGA), he was on detached duty throughout the Pacific theatre. He was decorated for service with operations of Fleet Marine Force (Pacific) in the Sea of Japan, South China Sea and for Naval Security Group operations in Asia, Europe and the Middle East.
He served three submarine patrols (COMSUBFLOT 7) with SSN 579 Swordfish and SSN 583 Sargo, (both of which leaked, badly) as well as multiple aircraft carrier and other surface force operations including USS McMorris DE1036 and USS Berry DE1035 in the South China Sea, Bering Sea and the Sea of Japan.
He was later assigned the Naval Communications Station in Sidi Yahia, Morocco after cross-pollinatingEuropean ASA stations.
His primary military occupation was as telecommunications propagation research analyst with the Naval Security Group.
He was honorably discharged as Sergeant, E-5, from the United States Marine Corps from Camp Geiger, NC, on September 20, 1971.
Dr. Gerrie currently holds a Top Secret, SCI clearance.
